Out of the nine Pasadena City Council members Ornaldo Ybarra and Cody Wheeler are the only Hispanics on the Council.The Mayor recently proposed to go from geographically-based districts to at-large districts.  This is problematic to some because they say it will reduce the little Hispanic representation there is in the council now.  (Pasadena is majority Hispanic, but only six out of eight council members are white.)  The plan came after the Supreme Court struck down parts of the Voting Rights Act that would  have required Pasadena to get approval from the federal government before redistricting.
